U.S. Marine Mammal Commission Fiscal Year 2023 Funding Opportunity

The U.S. Marine Mammal Commission will be accepting proposals until Wednesday, April 12, 2023 for projects focused on understanding marine mammal population health in a changing climate. Funding requests are limited to $60,000 USD. Marine Mammal Health in a Changing Climate The Marine Mammal Commission's mission, as defined by the U.S. Marine Mammal Protection Act (MMPA), is to ensure that marine mammal populations are restored and maintained as significant functioning elements of healthy marine ecosystems. However, numerous stressors, including pollution, habitat loss, overfishing and fisheries bycatch, noise, and vessel traffic, threaten both the health of marine mammals and the health of marine ecosystems of which they are a part. In addition, climate change is leading to warming seas, extreme weather events, ocean acidification, and shifts in range and abundance of many marine species and infectious agents, all of which can disrupt ecosystem processes and function, including impacts on the health of marine mammals. For example, some viruses and bacteria that cause disease in marine mammals and other marine wildlife have increased in prevalence or been detected outside of their previously documented range; harmful algal blooms (HABs) that produce dangerous toxins have become more frequent and extensive; increased freshwater discharge from terrestrial sources has dropped salinity in coastal waters and led to marine mammal unusual mortality events; and changes in prey distribution, nutritional quality, or availability are impacting body condition, growth, reproduction, and survival of some marine mammal species. Monitoring the health of populations may provide an early warning of emerging issues prior to observable changes in vital rates or abundance, and may also provide insight into the underlying causes of a population decline. Increased capacity to detect changes in marine mammal population health and understand the underlying factors and processes contributing to those changes is critically needed to be prepared to respond to and mitigate impacts related to changing marine ecosystems, particularly in the face of climate change. We are seeking proposals for projects that: Further our understanding of how environmental factors affect marine mammal population health. In this context, we define "population health" as the distribution of health indicators or outcomes in a population or subset of a population. Health indicators could include a single measure or aggregate measure of body condition or energy stores, organ status, immune status, sublethal injury from trauma or human interaction, or infectious disease. Projects that use long-term data or archived time-series samples are welcome, as are prospective studies, or projects that provide innovative tools for assessing health indicators to support long-term surveillance into the future. We are particularly interested in learning about changes in population health driven by climate change, and encourage proposals that investigate how environmental factors that will be affected by a changing climate, such as prey availability or nutritional quality, HAB toxins, pathogens, temperature, or salinity, influence health of marine mammals. Proposals that increase the inclusion or representation of people from underserved groups in marine mammal research, management, or conservation are strongly encouraged. New publication on killer whales

Stefansson, and Menja von Schmalensee. *First documented movement of wild killer whales (Orcinus orca) between Iceland and Norway*. Marine Mammal Science. Early View: https://doi.org/10.1111/mms.13187 Abstract: In this publication, the first photographic match, round-trip, and one-way movement of four wild killer whales between Iceland and Norway are described – the only other killer whale previously documented to have swum from Iceland to Norway being the male killer whale Keiko, who was tracked using satellite telemetry. Sightings and observations of the four individuals between 2018 and 2024 were obtained by a combination of citizen science and dedicated research cruises along the Icelandic and Norwegian shoreline. In Iceland, data collection was part of a long-term running photo-identification study (2014-2024), and images taken in Norwegian waters were uploaded to the citizen science web platform Happywhale, subsequently resulting in the photo-ID matches. Ongoing efforts for data collection, to determine the regularity of long-distance and round-trip movements through international collaboration, will aid in our understanding of killer whale populations and their conservation status in the North Atlantic. Two SPOT LIMPET satellite tags available through online auction to raise funds for research

Aloha kākou, As part of an online silent auction to raise funds for Cascadia Research Collective’s marine mammal research and education activities, one of the ‘items’ available are two SPOT (location-only) LIMPET satellite tags, along with deployment arrows and attachment darts, being donated by Wildlife Computers. This is potentially an opportunity for a researcher to obtain a couple of LIMPET tags for a reduced rate. The auction site can be accessed at https://givebutter.com/c/Q6Feaa/auction and online items will be available to bid on until October 13th. We have been using LIMPET satellite tags in our work in Hawai‘i since 2007 and have deployed over 400 tags on 13 different species (12 species of odontocetes and 1 species of baleen whale). Attachment durations are variable, with median durations for smaller species typically in the range of two weeks (e.g., melon-headed whales – 11 days, pantropical spotted dolphins – 13 days, common bottlenose dolphins – 15 days), and for larger species closer to a month (short-finned pilot whales – 25 days, false killer whales – 32 days). Occasionally we get long-duration outliers – we currently have a SPOT tag deployed on a goose-beaked whale that is still transmitting on day 324. The winning bidder will need to obtain and pay for two ARGOS PTT IDs (and potentially have to create a new Argos account with CLS, if they don't have one already), and ensure that the PTT IDs reach Wildlife Computers at least two weeks before the shipping date. Shipping will require at least 8-weeks notice for the auction winner, and the winner will need to contact Wildlife Computers to initiate the process. The tags and accessories will not be covered under the Wildlife Computers warranty. I will be happy to consult (for free) with the auction winner regarding tag programming and deployment. It is important to note that LIMPET tags are challenging to deploy and the auction winner should have some tag deployment experience, and the necessary permits for deploying tags in the area where the work is to be undertaken. For those wanting more information on best practices for tagging, I would recommend Andrews et al. New Publication: spatiotemporal variability in resident killer whale diets

B., Emmons, C., Olsen, D., Matkin, C. O., Wells, A. H., & Parsons, K. M. (2024). Spatial and seasonal foraging patterns drive diet differences among north Pacific resident killer whale populations. Royal Society Open Science, 11(9), rsos240445. https://doi.org/10.1098/rsos.240445 Abstract: Highly social top marine predators, including many cetaceans, exhibit culturally learned ecological behaviours such as diet preference and foraging strategy that can affect their resilience to competition or anthropogenic impacts. When these species are also endangered, conservation efforts require management strategies based on a comprehensive understanding of the variability in these behaviours. In the northeast Pacific Ocean, three partially sympatric populations of resident killer whales occupy coastal ecosystems from California to Alaska. One population (southern resident killer whales) is endangered, while another (southern Alaska resident killer whales) has exhibited positive abundance trends for the last several decades. Using 185 faecal samples collected from both populations between 2011 and 2021, we compare variability in diet preference to provide insight into differences in foraging patterns that may be linked with the relative success and decline of these populations. We find broad similarities in the diet of the two populations, with differences arising from spatiotemporal and social variability in resource use patterns, especially in the timing of shifts between target prey species. The results described here highlight the importance of comprehensive longitudinal monitoring of foraging ecology to inform management strategies for endangered, highly social top marine predators. This role connects with and listens to the community to better understand how to malama the people and coastlines of Big Island. We are looking for a Community Projects Manager in our Kona location to develop and lead community engagement to support understanding of how endangered Hawaiian monk seals and humans can share our shores. Location of Position: Kona, Hawai’i Reports to: Associate Director, Hawai’i Community Conservation Position Classification & Expected Hours of Work, and Travel: * This is a part-time position. * 32 hours per week * Funded by a Congressional Earmark Grant through September 30, 2026. * Regular onsite work is required. * Days and hours of work can change based on the needs of the program. * Evening and weekend work may be required as job duties demand. * Working on Saturdays will often be required for community events. * Occasional travel to satellite facilities and/or field work is for this position.
